One Water LA is the City of Los Angeles’ collaborative approach among City and regional agencies and stakeholders to manage the City’s watersheds, water resources, and water facilities in an environmentally, economically, and socially beneficial manner. The Program is a critical component of the City of Los Angeles Sustainability Plan which includes the goal of reducing purchased imported water by 50% by 2025.
From 2017 to 2019, Katz & Associates supported the stakeholder participation and engagement process, including the development of a strategic communication plan to raise awareness about the purpose, need and benefits of the One Water LA program and a public participation plan focused on stakeholder engagement. Activities included coordinating and facilitating an advisory group, five “Special Topic Group” stakeholder meetings, large-scale stakeholder workshops, and topic-focused learning sessions. Implementation of the communication plan focused on framework efforts to build key messages and informational materials, brief officials, support internal coordination, prepare spokespersons, organize a far-reaching and multilingual speakers bureau and outreach program, support development of a youth-based curriculum, and incorporate essential stakeholder input throughout the evolving communication program.
